Street Committee Meeting
February 17, 2026 - 12:30 p.m.
The meeting was called to order at 12:32 p.m.
Present were Scott Manchester, Assistant Director of Streets; Jim Bodenhamer, Carry Manuel, Susan Stockton and Jennifer Baker, Committee members; and Steve Hill, Director of Public Works.
The Street Report for January was reviewed.
Scott reported that the Access Road to the Community Center has a total spent of $371,349.19. There isn't any work being done on it right now, but as it gets closer to the Community Center opening, and parking lots finished, they will get back on it.
There are two crews working at the Community Center; one is working on drainage for the splash pad behind the building, the other crew is working on curbs around the parking lots. Jim asked if the parking lot was on schedule to be completed before the opening day. Scott told the Committee he hoped to have the parking lot paved before May. The total cost to this massive project is $2,270,172.06 and the year-to-date cost is $94,274.34.
The Snow Removal report is through February 6. Scott told the Committee he was pleased with the work that was done by the crews. He told the Committee they did a good job and got through all the zones in 24 hours. The cost totaled $122,591.44.
Maintenance for the month of January totaled $$17,991.43 which included cracksealing, they are going through Zone 6 at this time, and sign maintenance.
Scott told the Committee he has the Maintenance crew digging out Redbud. He said they are digging out a block at a time and basing in, getting ready to pave it. He is guessing it will be seven or eight weeks before it is all dug out and ready to pave. But it will not be paved until the parking lots at the Community Center are paved.
Scott said there had been a laborer hired but didn't know when he would be starting.
The new traffic light cabinet for Cardinal Drive has been received, and the plan is to install it this Sunday morning, weather permitting.
Jennifer said she received a phone call that there were going to be parking spaces removed on 8th Street between Baker and Main, and flowerbeds would be planted in their place. Steve said there are no plans to remove parking spaces and put in flowerbeds. There was discussion about some streets becoming one-way.
Jim asked about the status on the 5 South bridge. The permit applied for by Black Hills Energy has been approved for them to do their work. The water department contractors are back on the project to continue their work. Utility locates should start back up and Steve said he hasn't heard anything from ARDOT regarding the bridge. He said we will not begin working on the street rebuild from the bypass to the sheriff's office until they are finished with the bridge replacement.
Carry asked if ARDOT had any plans on overlaying Highway 62 in the Main Street area. He said he has received some complaints about the potholes and saw a crew filling them in after the recent snow. Jim said a lot of people don't realize this is state jurisdiction, not city.
