Street Committee

January 20, 2026 - 12:30 p.m.

The meeting was called to order at 12:30 p.m.

Present were Scott Manchester, Assistant Director of Streets; Jim Bodenhamer, Carry Manuel, Susan Stockton and Jennifer Baker, Committee members; Steve Hill, Director of Public Works; Scott Liles, City Clerk and Mayor Adams.

Scott distributed the Street Department's annual year end report to the Committee.

The Mayor passed out pictures of a possible statue for the Veterans Plaza.  He told the Committee he was approached by a member of the Arkansas National Women's Veterans Association regarding placing a bronze statue on the plaza to recognize women veterans.  He explained there are more women veterans than he had realized.  He said they will be required to sign a contract, and they will pay for the statue.  They are planning on doing a presentation on June 12 and 13 of next year, which is Arkansas National Women's Veterans Day.  The Mayor explained to the Committee they are having a planning meeting next week and would like to share their thoughts with the City, on the funding and placement of the statue.  The Mayor said the statues on the Plaza represent veterans, and there is a very active women's veterans group in the City.  He added, this is something they would like to see done. 

All Committee members reviewed the photo and approved the design.  The Mayor said this wasn't the exact statue but would be similar to it.  He asked the Committee if they were in approval, he will let this group know to proceed with their plans, and a place would be made for their statue at the Plaza.  They were all in approval of a women's veterans' statue to be placed.

The Street Report for December 2025 was reviewed. 

Scott reported there was no change on the Redbud rebuild; it is not completed but the crew will be back out there.  Steve told the Committee he has gotten a few calls about Redbud, and he has told the callers that we are not finished with work on Redbud Street and will be returning to complete the remaining items. The project experienced a temporary pause as crews were reassigned to address other priority needs, but the work has not been abandoned.

We recognize that this area is an active construction zone and understand the inconvenience this has caused. We apologize for the disruption to the neighborhood. The roadway has been left in a condition that allows for normal treatment in the event of rain, snow, or ice to maintain safe access.

Once construction is complete, the street and surrounding areas will be restored and significantly improved. We appreciate the resident's patience and understanding as we balance multiple projects throughout the city.

Maintenance costs for the month of December were $22,688.59, which included sign maintenance, crack sealing, putting Christmas lights up, etc. 

The final cost to the Community Center through December 31, 2025 was $2,175,898.11.  The year-to-date costs were $578,238.85, which was invoiced to the Parks Department on January 6.  A check was received for that amount on January 12.  All charges are paid in full through 2025.    Currently, crews are there working on the parking lot and drainage on the back side of the building.  Scott said we are waiting for the pool guys to finish what they are doing so we can get back there and finish our work.  Jim asked if May was still planned for completion, and Steve said yes, it is.  The parking lot will possibly be paved around the first week of April, if everything goes well. 

Scott told the Committee Temple will be shipping a new traffic light box this week.  It will replace the one that was hit last year.  The box that had been delivered in September was incorrect and we had to reorder. 

Carry has received calls regarding speeding traffic on Fuller Street.  Scott told the Committee he has a traffic counter installed on Fuller.
